Resolved Question: Sister was supposed to be released but another county in same state has a hold. how long can they hold her?

This happened in Long Beach, CA and the hold is from Tehama, CA. We know that its a mistaken Identity. How long do they have to verify and release her, transfer her? My sister has never been to Tehama and at the time she supposedly committed the crime she was a minor and was studying in florida. The are holding here because they got a match on the last name and birthdate only. The physical description does not match. She had priors and she resolved them but was not released due to the hold.
